Google AdWords (like the new system for Yahoo Search Marketing) allows advertisers to “bid” a per-click amount, and a complex set of algorithms looks at historical data and projects the likelihood that someone will click on the ad; ads are shown in a sequence to maximize overall revenue for Google and its partners.
I’m not sure what you mean by “3 dollars a day for 30 dollars a month.”
I have campaigns where I spend $ 10 per day, where I’ve set my maximum Search bids at 6 cents and my Content bids at 1 or 2 cents; such campaigns might drive 200 to 500 clicks per day for my $ 10. I have other campaigns with much higher bid rates. I have a great deal of control, including the maximum I will pay for any click. I manage my campaigns according to the ROI they generate; I don’t spend $ 30 a day if I don’t expect to earn more than $ 30 in gross profit from the traffic I’m buying (usually meaning I expect that spending $ 30 on AdWords will generate gross sales of $ 100 to $ 200 — if not, I reduce my bids or delete the keyword).
New advertisers on AdWords are often confused by Google’s system of “Quality Scores,” which use algorithms to determine the relevance of the search term to the landing page; a “poor” quality score generally leads to an assumption by Google that very few people searching for that keyword will want to see your landing page, and thus Google sets a higher minimum-bid rate for that keyword. This can result in keywords with minimum bid amounts of $ 10 or more, which is unlikely to be affordable for 99% of advertisers.

You are charged as the clicks accrue. Sometimes you won’t see your total bill for a day or two because of time delay.
